Another Push for Service on Syria -- And Towards Enforcement of Judgment

On June 7, 2023, plaintiffs in Fields et al. v. Republic of Syria renewed their request to the District Court for the District of Columbia to allow them to enforce the over $800 million judgment against Syria. Plaintiffs have experienced many challenges in serving the sovereign as "neither DHL, Federal Express, UPS nor the U.S. Postal Service were making deliveries to Syria." Plaintiffs eventually were able to serve Syria via diplomatic channels, but the Court was not satisfied with their efforts to serve Syria via mail. Plaintiff renewed their request after trying to effect service through all courier and international mail services.
